The Al-Iman Cemetery, owned by the Al-Iman Center of Iowa Inc. (Iowa City Mosque), is established to provide a dignified and orderly resting place for our Muslim community. Our policies adhere to both Islamic jurisprudence and all applicable county and state regulations.

Key Policy Points:
- Burial Privileges: Burial is reserved for members of Al-Iman Center of Iowa Inc. (Iowa City Mosque). Eligibility is determined by the testimony of family members and community representatives, with the final determination made by the Cemetery Committee.
- Maintenance & Upkeep: The cemetery grounds, burial lots, and related infrastructure are maintained by authorized personnel and contractors in strict compliance with Johnson County and state requirements.
- Burial Process: Prior to each burial, a written order and a valid death certificate (plus a Burial-Transit permit if required) must be provided. A designated committee member must be present to oversee the process.
- Memorials & Markers: Only one marker or headstone per grave is permitted. No additional structures (e.g., tombs or mausoleums) shall be erected without prior written approval by the Cemetery Committee.
- Operation by Donations: The cemetery operates solely on donations, and all visitors are expected to abide by posted rules and regulations.
Burial Procedures
Our burial procedures are designed to ensure that every interment is conducted respectfully, in compliance with Islamic law, and in accordance with local regulations.

- Family/Legal Representative: The family or legal representative is responsible for resolving all legal matters, obtaining the official death certificate, and, if necessary, a Burial-Transit permit.
- Pre-Burial Requirements: A written order must be submitted, containing the deceased’s full name, last residence, date and place of death, and contact details of the next-of-kin.
- During the Burial: A cemetery committee member or designated staff will supervise the burial to ensure strict adherence to Islamic jurisprudence and all applicable county/state guidelines.
- Post-Burial: Comprehensive records, including a digital map of grave locations, are maintained for public transparency and ongoing management.
Compliance & City Requirements
To fully meet the requirements set by the City of Iowa City and Johnson County, we have implemented the following measures:

- The cemetery website is regularly updated with complete and accurate public information.
- Point of Contact: Designated officials manage inquiries and respond within 2 business days.
- A revised site plan is scheduled for completion by June 1, 2025, following a professional survey.
- A complete, publicly accessible record of grave locations and interment details is under development.
- All cemetery grounds, including internal roadways, are maintained to the minimum standards specified by the Johnson County Unified Development Ordinance.
- Proper storage and disposal of materials and strict adherence to safety protocols are enforced at all times.
Agreement & Certification
By proceeding with any burial arrangements at Al-Iman Cemetery, you (the “Applicant”) hereby certify, represent, and agree to the following:
- Adherence to Islamic Law and Cemetery Policies: All burials shall be conducted in strict accordance with Islamic jurisprudence and the published guidelines of Al-Iman Cemetery, including without limitation:
- Prohibitions against unauthorized innovations (“bid‘ah”) in funeral or burial rites;
- Restrictions on erecting tombstones, headstones, or any other structures beyond those expressly permitted in our written policy;
- Acknowledgment of Rules and Regulations: You acknowledge that the policies of Al-Iman Cemetery—including any subsequent updates—form a material part of this agreement. Any violation of these policies may result in corrective action by the Cemetery Committee, for which you may be held responsible. These policies are available for review on this website or upon written request.
- Limitation of Liability: To the maximum extent permitted by applicable law, you agree that Al-Iman Cemetery, Al-Iman Center of Iowa, Inc., and its officers, directors, volunteers, and agents shall not be liable for any claims arising from your non-adherence to these policies or from any remedial actions taken by the Cemetery Committee.
- Compliance With Local Laws: You acknowledge that the operation of the cemetery is subject to all relevant county and state regulations. In the event of any legal requirements (including disinterment or environmental mandates), you agree to cooperate fully and assume any costs imposed by such mandates.
- Finality of Agreement: By completing the cemetery’s burial request forms and/or authorizing a burial at Al-Iman Cemetery, you agree to be bound by the terms of this agreement, which shall be enforceable against you, the deceased’s estate or heirs, and any persons acting on your behalf.
